The main objective is to develop, support, coordinate, and monitor the implementation process of the University's development program and action plan, mitigating the negative impact of both foreign and domestic factors on the University's goals and objectives.

The activities focus on two main aspects: development, support, coordination, and monitoring of the University's development program and action plan implementation process; minimising the adverse influence of foreign and domestic factors on achieving the University's outlined objectives as per the development program and other legislative documents, ensuring the University's resilience and stability, and addressing any negative feedback.

• Aligning the University's strategic directions and objectives with the strategic goals of the Republic of Kazakhstan and the development concept of higher education and science in the country for 2023-2029.
• Establishing a well-rounded strategic planning system aimed at fostering strategic cooperation among the University's programs to develop its potential and explore foreign markets.
• Creating mechanisms to enhance management efficiency and bolster the University's competitiveness by adopting modern methods of organisational, personnel, and financial management.
• The activities are geared towards achieving the following tasks:
• Organising, coordinating, and refining the planning and projection processes for events outlined in the University Development Program for the mid and long term.
• Crafting Strategic Programs for the University's activities (in collaboration with structural divisions) to shape long-term competitive priorities, and overseeing their implementation through operational management and control.
• Establishing an efficient mechanism for developing and support promising strategic projects across various University activity domains.
• Creating an ideological support system for planning and executing strategic objectives in alignment with the University's mission, coordinating strategic plans across all areas, and monitoring progress through reports on structural changes. Additionally, analysing measures to implement the University strategy and providing recommendations for their execution.

We believe that the new development strategy and the creation of a quality assurance system for educational services will help improve the rating of Dulati University.

The purpose of the department's activities is to develop a strategic development program and monitor its implementation, organize accreditation processes, organize the work of the rating system and the quality management system.

• Development of a Strategic development program, monitoring the implementation of the strategic development program, analysis of reports on the strategic plan, preparation of the final report at the university level;
• Organization and implementation of work on participation in International and national Ratings;
• Organization of accreditation processes and post-monitoring of educational programs;
• Development of quality policy and goals and communicating it to the university staff;
• Development of the University's quality management system in accordance with the requirements of MS ISO 9001:2015;
• Periodic updating and updating of QMS documentation;
• Conducting internal seminars in the field of development strategy, QMS, accreditation and rating;
• Organization and analysis of the results of internal and external audits (audit) in accordance with the requirements of the QMS

Brief history:

The quality management system has been operating at M.Kh. Dulaty Taraz Regional University since 2005.  IQNet certificates are registered in the international certification network in accordance with the register of certified companies of the Certification Association «Russian Register», as well as the new international requirements of ISO 9001: 2015.  M.Kh.Dulaty Taraz Regional University annually confirms the compliance of its services with the established standards.

Aim:

• Monitoring the implementation of the program development of the university, taking into account the priorities of the university, coordination and planning of activities for the implementation of the main stages of the development program;
• Organization and methodological support of the process of accreditation of universities and educational programs, development and improvement of the quality management system of the university;
• Scientific and methodological management of the process of development, implementation, creation, formation of quality management system (hereinafter - QMS) at the university.

Responsibilities:

• Introduction of development strategies in accordance with the strategic goals and mission of the university in order to form a culture of strategic thinking of university staff;
• Organizational, methodological and informational support of the accreditation process of the university and educational programs;
• Formation of QMS improvement at the university, organization of work on formation, development, implementation and preparation of QMS at the university on the basis of international standards ISO 9001;
• Formation of a group of auditors as an organization constantly monitored by the university management, organization of training of quality auditors;
• Carrying out and organization of work on improvement / updating, implementation and creation of QMS documents.
  

Function:

• Coordination and organization of work on the implementation of strategic directions of the university;
• Organization of the process of accreditation of educational programs of the university, preparation and execution of documents;
• Organization of updating and preparation of QMS documents;
• Internal audit.
