In M. Kh. Dulaty Taraz regional University in connection with the growing demand of applicants for the profession in 2010 the Department of "Culture and art" was opened, the head of which was appointed as the cultural figure of the RK, honoured worker of education of Kazakhstan Kabieva A. K.
The Department consists of: T. Zhamankulov - folk artist, state prize winner, Professor, A. Seilkhanov - honored artist of the Republic of Kazakhstan, P. Shegebaev-candidate of arts, Professor, E. Bimurzaev - cultural worker of the Republic of Kazakhstan, Professor, etc.
The main aim of the Department of “Culture and art” is to train competitive, innovative-minded and Patriotic specialists, i.e. teachers-organizers of cultural and leisure work in schools and extracurricular institutions in the field of art, methodologists for administrative organizations of the region and city, Directors and managers of theater groups.
The Department has several scientific and creative circles, clubs and youth folk theater "Dulaty", known not only in the Republic, but also abroad.
Today, the level of world education requires not only knowledge of today's cultural needs of young people, forecasting their changes, but also the ability to quickly respond to them, offer new forms of leisure activities. In this regard, in 2019 the Department "Culture and art" developed new study programs in 4 spheres included in the register of study programs MES of RK.

- a highly qualified specialist with highly professional, competitive and innovative technologies, theoretical and practical training in the sphere of leisure and service provision.
6В11116 - "Cultural and leisure activities: organization of mass performances and vocal performance"
- highly professional, competitive specialists who possess various types of vocal techniques (folk, pop and classical vocals) and are able to effectively carry out creative and production activities in combination with theoretical and practical training through innovative technologies.

- In the ever-changing socio-economic conditions in educational and cultural organizations, in accordance with the updated content of modern additional education, as well as the needs of the labor market , a choreographic specialist who is able to carry out activities at the innovative level, manage the choreographic team,becomes a socially and culturally developed, professionally competent, competitive person.
