TASKS:

The Arena of Free Thoughts is an intellectual debate club. Debate is a game for everyone, which is a special form of discussion, which is conducted according to certain rules. The essence of the debate is that the two teams put forward their arguments and counterarguments about the proposed thesis, trying to convince the jury of their innocence. The educational meaning of the debate is that the students participating in them gain the most important abilities:

• • justify a position using reliable reasoning,
• • analyze the information received and concentrate on the essence of the problem,
• • establish logical connections between phenomena,
• • distinguish between facts and points of view, identify errors, falsifications and stereotypes.

ИДК "Арена свободных мыслей"  10-11 марта 2018 года устраевал  «TarSU CUP» VІ республиканский  дебатный турнир к 60 летию Таразского государственного университета под названием "Болашаққа бағдар - рухани жаңғыру" . В турнире приняли участие дебатеры из 7 регионов 12 университетов республики.

"Дүлділдер додасы"  это турнир где принемают участие выпускники клуба и нынешние члены клуба.

The main tasks of the Parliament are propaganda and organizational and preparatory activities in the following areas:

• • assisting the administration and educational structures of the university in creating the necessary conditions conducive to the active involvement of student youth in various spheres of the university’s life and increasing its social activity.
• • assistance in obtaining deep professional knowledge by students, attracting students to scientific activities;
• • promoting information support for students on various issues of the university;
• • approval of a healthy lifestyle at the university, prevention of offenses and bad habits of students;
• • assistance in creating conditions for improving the material and living conditions of students, solving their social problems;
• • organization of various types of socially significant activities of university students, carrying out programs of cultural events and sports and recreational activities;
• • development of cooperation with public organizations and student groups of other educational institutions;
• • the formation of a student asset that can ensure the effective functioning and development of student self-government at the university.

In the academic year 2018-2019, in accordance with subparagraph 1) of paragraph 2.3 of protocol decision No. 2 of the Collegial meeting of the Agency for Civil Service and Anti-Corruption of the Republic of Kazakhstan on the establishment of Sanaly Urpak clubs in higher educational institutions, technical and professional educational institutions to form an anti-corruption culture among youth, in M.Kh. Dulaty TarSU on the basis of the Faculty of Law, the student club "Sanaly Urpak" was opened.

With the direct participation of the club leader, in November 2018, the regulations on the club were developed and approved by the rector of the university. The main goals and objectives of the club include:

A comprehensive study of corruption as a socio-legal phenomenon using all available theoretical developments, existing national, foreign and international legislation;

Monitoring of corruption;

Development of recommendations for the prevention of corruption in various areas of society;

Attracting public attention to the negative consequences of the spread of corruption;

The formation in the student community of intolerance to corruption;

Formation of anti-corruption competencies and skills through the study of the nature of corruption;

Providing legal assistance to students and citizens faced with a corruption situation;

Collaboration with law enforcement on anti-corruption issues.

During the academic year, the club’s plan was approved, in accordance with which a number of events were organized and carried out, as well as club members actively participate in various meetings and seminars, round tables, and discussions held at the republican, regional, city levels.

The department of Organization and Coordination of Research and Development is a division of the Department of Science and Technology Commercialization of M.Kh. Dulaty TarSU. The department of Organization and Coordination of Research and Development was created with the aim of deeply understanding and scientifically substantiating processes for improving the main activities of organizations of various forms of cooperative ownership, and ensuring the interconnection of scientific and practical activities at M.Kh. Dulaty TarSU

Main tasks of Organization and Coordination of Research and Development Department:

• • ensuring effective interaction and coordination of the structural units of the university in the implementation of research activities;
• • creation of conditions for the strengthening and development of university science by protecting intellectual property and copyright of developers;
• • propaganda of scientific and technical achievements of scientists of the university and other universities, as well as scientific, design, development and production organizations and enterprises;
• • expansion of international scientific and technical cooperation with educational and scientific institutions, manufacturing firms of foreign countries on the profile of the university;
• • establishing a close relationship of scientific research with academic work at the university departments with the involvement of teachers and students in scientific activities;
• • development of innovative and international activities of the university in the research field based on the integration of educational, scientific and innovative processes;
• • involvement of teachers, staff and students in scientific and innovative activities;
• • development of student innovation structures;
• • organization and coordination of research activities of the university faculty;
• • organization and holding of contests, seminars, conferences, exhibitions.

Main functions of Organization and Coordination of Research and Development Department:

• • organization of the implementation of the research work provided for in the thematic plan of research work of M.Kh. Dulaty TarSU, and determining the prospects for their development in the relevant field of knowledge;
• • selection of methods and means of research and development, ways to solve the tasks;
• • development of projects of long-term work plans of the unit and their presentation to the university management;
• • fulfillment of tasks and contractual obligations stipulated by the plan;
• • organization of research work of students and undergraduates and doctoral students according to the topics of their scientific work;
• • coordination of research work at M.Kh. Dulaty TarSU in promising, priority areas of the scientific and technological complex of the Republic of Kazakhstan;
• • communication between the departments in the field of their research work;
• • coordination of research work on promising topics;
• • comply with the requirements of the QMS of the university;
• • carry out tasks and activities stipulated by the Development Strategy of M.Kh. Dulaty Taraz State University for 2019-2022.

Organization and Coordination of Research and Development Department consist of:

• • R&D and Student Scientific Research sector;
• • sector of patents and metrology;

Scientific research at the university is characterized by a wide range of areas and includes fundamental, applied and experimental design work. The research work of university teachers is divided into the following types: search and initiative, carried out in accordance with the thematic plan of the university and included in the composition of individual academic staff plans; financed from the republican and local budgets, as well as on the basis of business agreements with enterprises and organizations; carried out under international treaties and financed by international organizations.

Currently, the university’s research work in accordance with the approved research plan for 2018-2021 is carried out in 15 scientific areas, combining 104 initiative-search topics, covering the solution of economic, environmental, technical, technological, social, educational, legal and other pressing problems of Zhambyl region and republic. Of these, 2 are fundamental, 92 are applied, and 10 are experimental design. The research activity of the university is carried out at 7 faculties, 42 departments, in 2 research institutes, 10 research centers and 1 engineering research laboratory.

The R&D and Student Scientific Research sector provides fundamental and applied research, the development and creation of fundamentally new equipment, technologies and materials, helps to improve the quality of training by actively using the results of scientific research in the educational process and actively involving students and undergraduates in their implementation.

Sector objectives:

• • effective use of the scientific potential of the University to solve scientific and scientific-technical problems of the development of the region and the country;
• • promoting the development of scientific and scientific and technical cooperation with scientific institutions, industrial enterprises of various forms of ownership in terms of expanding scientific research;
• • long-term and current planning of research activities of the university;
• • ensuring scientific participation in projects, programs, grants;
• • improvement of research and development of the university in the new socio-economic conditions;
• • compilation of all forms of statistical reporting;
• • accounting for annual reports on the implementation of research plans;
• • the development of interest among university students in research as the basis for the creation of new knowledge;
• • fostering a creative attitude of students to their specialty through research activities, promoting the development of personal and professional qualities of future specialists;
• • identification, training and support of capable and talented students with a pronounced motivation for scientific activity;
• • compliance with the requirements of the QMS of the university;

The main tasks of the head of the Patent and Metrology Sector are:

• • effective use of the scientific potential of the University to solve scientific and scientific-technical problems.
• • improving the quality of training by actively using the results of scientific research in the educational process.

Objectives of the Patents and Metrology Sector:

• • create economic, legal and organizational conditions for the development at the university of inventive creativity and the use of intellectual property in economic activity;
• • stimulate inventive activity, protection of the rights and interests of authors and persons contributing to the creation and use of intellectual property;
• • organize patent information work, provide university employees with information on the topics of ongoing and promising research projects;
• • take part in the preparation of contracts for the creation of scientific and technical documentation and monitor their implementation;
• • organize the preparation and submission of applications to the National Institute of Intellectual Property (NIIP) for the grant of patents for inventions;
• • monitor and keep records of scientific and technical research at the university at the level of invention;
• • take part in the design of the stand for patent and information work;
• • take part in resolving issues of expedient foreign patenting, prepare materials and conduct correspondence through NIIP;
• • provide staff development;
• • provide effective control over the implementation of internal regulations, labor protection, safety and fire regulations by all employees of the sector;
• • take part in the preparation of scientific and technical conferences of the university at all levels;
• • in the patent service, it is mandatory to be guided by the current patent law and regulatory acts of the Republic of Kazakhstan;
• • systematically select published and unpublished materials on the achievement of science and technology in intersectoral best practices;
• • carry out organizational work to attract faculty members to conferences, symposia, meetings;
• • accept, verify information sheets, manuscripts for deposit and their sending to Kazakh National Center for State Scientific and Technical Expertise;
• • prepare annual activity reports and submit them to management in the established manner.
