The Department of Student Movement Accounting (SMA) is a structural unit of the department for educational and methodical work.
In its activities, the department of SMA is guided by the Laws of the Republic of Kazakhstan, the Charter of M.Kh.Dulaty TarSU, by the decisions of the Academic Council, the administration and the regulatory documents of the Republic of Kazakhstan in the field of education.
The main goal of the SMA department is to record and control the movement of students.
The main tasks of the department of SMA are:
- implementation of the tasks set by the Head of State in the message of the President of the country to the people of Kazakhstan;
- making decisions on the main issues of the department.
The department of SMA carries out work in the following areas:
- maintaining personal files of students, their replenishment;
- study of the personal files of students enrolled in the university;
- acquisition of students' personal files at institutes, academic groups and ensuring their safety;
- registration of student documentation;
- processing orders for the movement of the contingent;
- accounting for the issuance of documents for temporary use;
- sending documents on requests to other universities;
- keeping records of the issuance of academic certificates of expelled students;
- preparation of orders on benefits for training (at the beginning of each academic year, the University Coordinating Council considers applications from students from large and low-income families, orphans and disabled people, student athletes, activists, etc., who are trained on a fee basis);
- A monthly report on the accounting and movement of the student population;
- archiving (documents of expelled students up to 3 years old);
- preparation and issuance of duplicates of final documentation;
- registration of personal files for archiving.

The educational-methodical department is a structural unit of M.Kh. Dulaty Taraz State University also reports directly to the director of the department of academic policy. EMD is guided by the regulatory and administrative documents of the Ministry of Education and Science of the Republic of Kazakhstan, the Academic Council and the administration, the Charter of the University, as well as internal regulatory documents in the field of organization of educational and methodical work.
MAIN FUNCTIONS OF DEPARTMENT:
- • organization of the educational process based on the credit system of education;
- • approval of the teaching loads of the academic staff;
- • monitoring the distribution of the teaching load of academic staff in accordance with the regulatory requirements of the university and changing the staffing of departments;
- • ensuring the organization, approval and conduct of (external, internal, substantive, technical) examination of study programs (SP);
- • formation of the list of chairmen of the SCC by specialties;
- • preparation of draft orders on the approval of graduation projects by students, supervisors and reviewers;
- • preparation of draft orders for the payment of chairmen of state certification commissions, exam on the “History of Kazakhstan”, reviewers and opponents;
- • organization and monitoring of the final certification of students in accordance with the academic calendar;
- • providing structural divisions (faculties, departments) with approved SPs / WCs, academic calendars;
- • making suggestions for improving the regulatory legal documents of the Ministry of Education and Science of the Republic of Kazakhstan and the university;
- • providing university training departments with normative materials, state obligatory standard of education (SOSE) and standard curricula (SC) of SP and standard programs in compulsory disciplines;
- • organization of participation of faculties in the development of SOSE and standard programs;
- • making suggestions for the preparation of curricula, the formation and updating of databases of catalogs of elective disciplines;
- • methodological support and monitoring of the development of educational programs, a catalog of descriptions of educational programs, syllabuses, teaching aids, teaching aids and textbooks to improve the educational process in accordance with credit training technology;
- • introduction of modern educational-methodological and didactic materials into the educational process;
- • study, synthesis and dissemination of best practices of universities in the field of educational and methodical work;
- • organization of the participation of the faculty in a scientific and practical conference on higher education;
- • providing blank documentation in accordance with regulatory documents;
- • participation in the development, implementation, maintenance and continuous improvement of the QMS of the University in accordance with the requirements of MS ISO 9001: 2015.
GOAL AND TASKS
The goal of EMD is to manage the educational process and systematically improve it through the use of advanced technologies and tools that contribute to improving the efficiency of the educational process and the quality of training.
The main tasks of EMD include:
- • Organization of the educational process and educational and methodological support of the educational process as a whole;
- • Organization of designing educational programs in accordance with the requirements of the Bologna process;
- • Organization and conduct of expert work on the content of educational programs and teaching materials of academic staff;
- • Development of recommendations for long-term plans for the development of the university;
- • Coordination of training documentation with the regulatory framework established by the state and the university and control over compliance with established standards;
- • Systematic analysis of educational process indicators.
EMD consists of three sectors: educational-methodical, information support and innovative technologies and trilingual education. Each of which is headed by a leader with experience in scientific and pedagogical work at a university.

TASKS OF THE INFORMATION SECTOR:
• leadership, coordination and organization of work of all structural units of the university to ensure the work of AИС "Platonus v3.0";
• organizes and coordinates the work of faculties, departments and structural units to fill out the database in the AИС "Platonus v3.0";
• providing methodological assistance to the structural divisions of the university for work with AИС “Platonus v3.0”;
• work to ensure the final certification of graduates and the preparation of diplomas and diploma supplements (transcript) about graduation from the university under the undergraduate and graduate programs;
• registration of a duplicate diploma;
• work to ensure the timeliness and quality of data entry into the ИС“НОБД”;
NOBD is a subsystem of e-Learning System designed to automate business processes for collecting and processing primary statistical data in the field of education. An appropriate Passport of higher and postgraduate education organizations has been developed, which includes indicators of administrative data forms and requests from government bodies;
• organizes and coordinates the work of faculties, departments and structural divisions to fill in the database in ИС“НОБД”;
• work on the provision of public services provided in the field of higher and postgraduate education “Issuing duplicate documents of higher and postgraduate education”.

Tasks of the sector of innovative technologies and trilingual education:
• form the structure and composition of open classes using innovative technologies based on the principle of increasing innovative capacities;
• develop a bank of educational technologies, methods and practices, primarily, personality-oriented technologies, as well as methods with programs of self-development and autonomous design of training based on program documents;
• organization of the competition "The best multimedia product of the university";
• organization of work on the introduction and development of multilingual education, intensification of work on attracting academic staff to conduct classes in a foreign language;
• planning and organization of the Educational and Methodological Council (EMC) of Republic Educational and Methodological Council (REMC) in occupations assigned to the university, maintaining constant communication with universities, members of the EMC;
• organization of the current work of the educational and methodical section of the REMC.
The goal of trilingual education is the formation of a multilingual personality, receptive to universal human values, capable of active self-realization in a multinational and multicultural space, the formation of a language environment that allows fluent speakers of the state, Russian and foreign (English) languages.
The objectives of the trilingual education are:
• development of regulatory documents for the implementation of trilingual education at the university;
• improving the educational and methodological basis of the trilingual education;
•creation of educational and organizational conditions for the implementation of trilingual education;
• monitoring the implementation of trilingual education at the university, studying best practices and methods of forming trilingualism in foreign countries;
• ensuring the sending of students studying in special departments abroad under the program of external academic mobility.
